SPR vs Comprehensive Energy Policy

Back when I was a kid- we had an Oil crisis in the 70's. Gas lines, stress, "high prices", and stations OUT of gas were a normal occurrence. IT spiked the desire for the "Economy" car and started a shift in how Americans made purchasing decisions. Why do I bring this up? Because that scenario is not very far off from where we are today- and that is decades later.
 
We are no further along in developing an overall Energy Policy that spans more than a Presidency and encompasses more than Oil as the big piece, and all others to fill in the gaps.

Strategic Petroleum Reserve- SPR

The Strategic Petroleum Reserve (SPR) is just that- oil the United States purchase to offset some geo-political or economic event that disrupts the flow of oil, and through that destabilizing the United States economy and way of life.
 
Last year around July 1st, the President released, in coordination with other nations, millions of barrels of oil from our SPR. The rational was a disruption in the Libya supply of about 1.5 MM barrels daily, which in turn would impact prices and economies. The price of gas  was around $3.

Oil/Energy- policy, dependency, refineries, and money lost

I could have combined this with the EPA rant, but I have a particular idea to toss out that I think would really work (several actually).
 
 
Idea-   Change our current Gasoline Energy Tax from a set dollar amount to a percent, both at the federal and state level. Seems simple right? The idea is this- when the price of Oil went up to about $150 per barrel a few years ago, it took about 7 Trillion(yes, Trillion) dollars out of our economy. The price-of-a-barrel increase on our usage, plus the loss in that money cycling through our economy, is devastating.
